It is especially important during this economic era that we all work together. Further, it is important during elections that you do all that you can to support candidates that are running for office who support labor-friendly laws and regulations.
The following is a brief update on the all pending issues:
Private Sector: Mission Industries: we have received the financials from Mission and our accounting individuals have reviewed them. We had meetings to finalize negotiations on September 15 and 16. Brady: we are meeting with Brady to finalize negotiations the week of October 15. Albertsons: employees requested additional time to review Albertsons proposal. Extension agreement sent to company for signature. Harrah’s-Parball: we met with management August 26. A freeze was granted for this year as it pertains to economics, and we will be meeting the last weeks of January, 2011. US Foods: negotiations are finalized. After very intense and sometimes hard meetings and negotiations, a tentative agreement was reached. The ratification vote will be held on September 19. The vote carries the full committee recommendation. Anderson Dairy: the ratification vote was held August 25 and the contract was accepted. I.B.C.: following my request, management at IBC has agreed to lower the employee’s contribution to the health and welfare. This will result in an additional amount put back into the employee’s pocket.
Public Sector: City of North Las Vegas: we have met with the employee committees on numerous occasions. Additionally, the city has expressed a need to return to the table for more concession agreement negotiations. Dates will be set within the near future. Water District: an open-ended extension agreement was signed in order to protect jobs and maintain discussions with the District. The campaign to benefit the Clark County School District support staff is ongoing. Al Ghilarducci, president: we had negotiations with Mission Industries on September 14 & 15. We will have more meetings with Mission to discuss economic issues and keep our Mission members current on any new progress. We just finished negotiations with Parball-Harrahs and will reopen economics in April, 2011. I will be holding contract proposal meetings with Goldberg & Solovy the last 2 weeks of September and are opening negotiations with the company the last of October. We have ratified Farmer Brothers Coffee and are currently working through some difficulties with house accounts and with on–calls. We feel we will have these situations resolved quickly. Please remember to update any address changes with your business agents or shop stewards. Congratulations to Terry Blackburn, steward from Bonanza Beverage upon his selection to the United States Tae Kwon Do Team as coach. Regarding Terry’s credentials, he is a U.S. heavyweight champion and teaches this special sport in Las Vegas.

First, thanks to everyone who has assisted fellow brothers and sisters during the hard economic times. Also, thanks to those of you who have participated in our general membership meetings. On Thursday, June 17, 2010, a motion was made to go dark for the summer. General membership meetings will resume in September, 2010.
The following is a brief update on all the pending issues:
Private Sector: Mission Industries: Mission has claimed that they cannot provide fair wage increases due to their financial status, therefore a demand letter for financials was sent on June 17, 2010. Brady Industries: Brady insisted on waiting until Mission was finalized. Demand Letter was sent to Brady to meet and negotiate. Rick Chapman met with stewards to update them and we hope by the time of this publication, negotiations will be finalized. Albertsons: employees requested additional time to review Albertsons proposal. Extension agreement sent to company for signature. Harrahs: we have requested dates for negotiations for wage reopener from employer. US Foods: negotiations will take place the entire week of July 26. Anderson Dairy: Steve Harney, business agent, met with Anderson week of June 7. Provided non-economic proposals to management and stewards June 14. The negotiating team met the week of June 28 to negotiate contract. Wirtz Beverage: proposal meetings were held June 12 and June 19. Southern Wine & Spirits: proposal meetings were recently held. Painters Clerical Unit: negotiations were held on June 29. Harmony Health Care: we met with the stewards to set a forthcoming date to ratify. After ratification we will get down to brass tacks with Seven Hills. Check the website for current and future scheduled dates.
Public Sector: City of North Las Vegas: voted on June 9. A vote was taken to deny concession offer from the City. A meeting has been set for July 6, to discuss layoff language and process. Las Vegas Valley Water District: negotiations were held June 17. The District requested a year extension. The cities of Mesquite, Boulder City and Henderson have all ratified concession agreements. Library District: even after requesting the Teamsters to make concessions, the District recently stated that they would rather lay off 13 employees than agree to a concession. Lincoln County: we are in the process of scheduling a meeting with the employer to discuss step increases. The organizing campaign to benefit the Clark County School District support staff is ongoing. From Al Ghilarducci, president: we have started contract proposal talks for Southern Wine & Spirits and Wirtz Beverage of Nevada. We held meetings in June. We have one more proposal meeting scheduled for July 10 for Southern Wine & Spirits. Due to the fact that we have finished the contract proposal meetings, we cancelled the July 10 Wirtz Beverage meetings. Contract negotiations will open July 26 and go through the 30th for US Food Service. We have completed negotiations with Farmer Brothers Coffee; however there are still a few situations about house accounts and the re-route configuration that need to be ironed out. Congratulations to both Devan Simon on the birth of his daughter Deyanna and William Urioste on the birth of his daughter Andrea Maria. They both are Teamster members/employees of Nevada Beverage Tropicana Branch. Congratulations to David Antonoich who recently retired from Wirtz beverage after 22 years of service. We will miss him and wish the best of luck. On a somber note; our thoughts and prayers are with the family of Emil Kus, who passed away in May; he was retired from the City of North Las Vegas.

I want to thank everyone that attended the first “Organizing Boot Camp.” This boot camp was the first ever put together and staged by all three Teamster Locals in Las Vegas. I, along with my brother secretary-treasurers---John Phillipenas of Local 631 and Mike Magnani of Local 995, were proud of the interest and participation. We were glad to host Joint Council 42 President Randy Cammack who gave a keynote welcome. From the I.B.T. came Jeff Farmer, National Director of Organizing; Manny Valenzuela, Organizing Director from the Western States Region; and Jason Gately, Regional Organizer for the I.B.T. assigned to Local 14 for the Clark County School District campaign.
This Clark County School District campaign is very big and extremely important. Anyone that knows anyone working in the School District Support Staff, please provide their contact information to Local 14, or encourage them to call the office at the Organizing Department, 702-384-7841 Ext. 25.
If you watch television or read the newspaper, I don’t need to tell you that the public sector employees are taking a beating. Every one of our public sector employers has sent us letters to reopen over contracts for concessions. The following is a brief update:
Boulder City: We met one time and we will be giving them a counter proposal next week;
Library District: We are reviewing their budget and will be setting up negotiations with them;
The City of Mesquite: The city sent us a letter to reopen and we had negotiations scheduled for May 11;
Las Vegas Valley Water District: Negotiations are ongoing, and our next meeting is set for May 27.
Teamsters Local 14 filed a grievance with the City of North Las Vegas for violating the Concession Agreement. We asked the city to rescind all of the layoff notices and to negotiate reduction-in-force language that made sense. We have recommended that the city have a committee to oversee the bumping process. Steve Harney, Business Agent, and Steve Grady, Chief Shop Steward, will stay on top of this process in conjunction with the Human Resources Department to make sure that there are as few mistakes made as possible.
The Wirtz Beverage wage deferral meeting was held and ratified. Mission Industries: negotiations are ongoing and I believe an agreement will be reached soon. Brady Linen: negotiations are ongoing. Albertsons: there has been one negotiation session and conversations between the parties are ongoing. Harrah’s: negotiations are approaching and we are waiting on dates from the company. 7-Up: contract was ratified. G&K: contract was ratified.
Also, U.S. Foods: contract expires July 31, 2010 and we will hold one more proposal meeting with the members this month. Following that meeting, we will set dates for negotiations. Anderson Dairy: we are negotiating new layoff language that will outline how the process properly works. Harmony Health: we are still in negotiations and discussions and we are negotiating over Harmony wages.

We have finally ratified the Farmer Brothers Coffee agreement. The negotiations were long and difficult but we succeeded in getting it done. Employees of Wirtz Beverage and Southern Wines & Spirits, please check with your stewards as we will be starting contract proposal meetings in June. Announcements will be placed on the union boards at your workplace. Congratulations to Terry Nickel of Pepsi. He and his spouse, Iryna, have a new addition to their family, a son---Nathan Alexander.
School District Support Staff
Big Organizing Event for Support Staff Employees of the Clark County School District
Teamsters Local 14 has received the long awaited decision from the supreme court to go forward on the campaign for the organizing that began in 1998.

Jobs, Economy & Trade Focus of Teamsters' Convoy for Change
Hoffa Meets With Workers in Eastern Pennsylvania
(Scranton, Pa.) – Teamsters General President Jim Hoffa kicked off the union’s three-day “Working Class Convoy For Change” by meeting with workers in Eastern Pennsylvania to discuss how to keep good jobs in the state and why the Teamsters are against free trade agreements that hurt the U.S. Economy.
Hoffa also spoke on other issues affecting America’s working families, including how the policies of Sen. Barack Obama could greatly benefit workers. The Teamsters have endorsed Obana who is seeking the Democratic nomination for president.
Hoffa said he was greatly concerned that just last month, nearly 3,000 people lost their jobs in Pennsylvania, more than any other state, according to the Economic Policy Institute. And, since the North American Free Trade Agreement (NAFTA) went into effect, companies in Pennsylvania had shut down 1,583 plants, offices and warehouses.
"The current administration has sat by while company after company shut down business in Pennsylvania, taking the jobs of so many workers out of the country," Hoffa said. "We need a president who will put U.S. workers first and keep jobs here.
That will boost not only the economy, but the morale of workers and all Americans."
Hoffa met with UPS workers in Scranton and Bethlehem. He also met with workers at Ocean Logistic in Scranton. He was slated to meet with ShopRite workers in Breingsville. Hoffa will meet with workers in Hershey, Reading and Pittsburgh on Wednesday and Thursday.
Workers spoke to Hoffa about their top priorities for this election.
"My number one issue is the economy and the war-we need to bring those boys back home," said Grace Fadarishan, who was worked at Ocean Logistics for 31 years and has been a Teamster since 1976. "But we need jobs too. We need jobs in America. They should not be shipped overseas."
UPS driver Michael Kovaleski in Scranton said his top issues this election are security.
"My security, my family’s security, financial security, job security, physical security," Kovaleski said. "I have two young boys and the most important thing is their futures and the way things are going-the economy, what’s going on in the world-we need a change."

Initiative Petition State of Nevada Tax Backed Lobbying Ban
THE PEOPLE OF THE STATE OF NEVADA DO ENACT AS FOLLOWS:
To be added to Article 2 of the Nevada Constitution
1. No public body, public officer, person in the employ of the state or any of its political subdivisions or candidate for public office may , directly or indirectly direct, permit, receive, require, or facilitate the use of tax revenues of any other public resources for political campaigns, lobbying, or partisan purposes, including payment of dues or membership fees of any kind to any person, league, or association which, directly or indirectly, engages in lobbying , campaigns, or partisan activity.
2. The provisions of this Section do not limit public officials in the performance of their constitutional duties, and do not apply to:
(a) Communications among and between a member and a staff member of a legislative body;
(b) Communications between an elected or appointed public officer and a legislator or a legislative staff member;
(c) Comments by an elected official or communications from an elected official that are designated for constituents;
(d) Appearances by any public officer or employee pursuant to a specific request to appear before a public body to provide information;
(e) A public employee acting in an uncompensated personal capacity, undirected in any manner by, and who does not purport to represent the interests of, a public employer;
(f) Access to public property for the purpose of engaging in core political speech, such as circulating petitions or pamphlets, of engaging in religious expression by a person acting in a personal capacity, undirected in any manner by, and who does not purport to represent the interests of, a public employer; and
(g) An authorized officer or employee of the office ofi) the Supreme Court or any lower court of the state or any of its political subdivisions,
ii) the Governor, or
iii) any elected officer of the state executive branch of government whose responsibilities are to assess the impact of proposals which affect the administration of government.
3. The following are definitions of terms used in this Section:
(a) “Direct, permit, receive, require, or facilitate the use of tax revenues or any other public resources for campaign, lobbying, or partisan purposes,” includes
(i) the use of public funds, facilities, rights of access, equipment, supplies, or trademarks to influence any election;
(ii) undertaking, promoting, or distributing studies, surveys, analyses, descriptions, or other communications using public resources in a manner specifically calculated to induce support of, or opposition to, proposed legislation or ballot questions; and
(iii) incurring any public administrative expenses or activities to allocate or designate portions of public employee income to entities that engage in campaign, lobbying, or partisan activities, other than charitable organizations qualified as exempt from federal income tax under section 501(C)3 of the Internal Revenue Code, or the corresponding section of any future federal tax code.
(b) “Tax revenues or any other public resources” includes all state and local government revenues and resources, but does not include any revenues paid or resources provided by the United States government.
(c) “Campaign,” includes
(i) communications or expenditures related to the pursuit of a public office, either electoral or appointive;
(ii) all lobbying; or
(iii) efforts paid in whole or in part by public revenues or resources to coordinate or induce members of the general public or any segment thereof to directly influence legislative activity by communicating with members of a legislative body, supporting or opposing legislation, or supporting or opposing a petition drive or ballot question.
(d) “Lobbying,” means attempts to directly influence legislative activity by communication with any member or employee of a legislative body, or with any government official or employee who may participate in the formulation of legislation.
(e) “Person,” includes any individual, business entity, organization, committee, political party, campaign fund, and association.
(f) “Public officer, person in the employ of the state or any of its political subdivisions,” includes any person who is elected, appointed, or employed by this state or any political subdivision of this state, including persons who are independent contractors or consultants hired by the state or a political subdivision of this state.
4. This Section will apply only to those agreements, contracts, understandings or practices that take force or are extended or renewed after this Section takes effect, namely January 1, 2011.
5. A violation of this Section is a misdemeanor. Further, any person who knowingly spends or receives funds in violation of this Section shall pay full restitution for the greater of the public cost or for the market value of any misappropriated resources. The second or subsequent violation by a public officer or employee shall render that person ineligible to hold public office or employment with the state or any of its political subdivisions for ten years.
6. The provisions of this Section are independent and severable, and if any provision of this Section, or the applicability of any provisions to any person or circumstance, shall be found to be invalid, the remainder of this Section shall not be affected and shall be given effect to the fullest extent practicable.
